Rates collection - 1898 The concept of municipal administration as introduced by the British was alien to the traditional practices of the Ga Mashie people. On 14 February 1898, four years after its enactment, the Government, marshalling all the force at its disposal applied the Town Councils Ordinance of 1894 to Accra. With considerable difficulty, the Government eventually succeeded in persuading three prominent citizens: Nii Kojo Ababio IV, James Town Mantse, Mr. Charles Bannerman and Mr. A.B. Quartey-Papafio to accept to be nominated unofficial members on the Council, alongside three European official members.
